Tambay which comes fromt the American word “Stand by” would either mean what the person is doing or the act itself which is just standing around doing nothing or sometimes talking with other persons standing around, or smoking a cigarette with other persons standing around.
It could also mean the person himself that he’s a tambay which is in a negative sense is similar to a bum or to a vagrant. Tambayan on the otherhand is the place where the tambays woud congregate. Its either a wooden bench, a lamp post, a sari-sari store, a kiosk, a shed or just on the street.
Or it could mean a place to hangout or something like an informal headquarters. When I was a student in UP- the place where org members congregate was called “tambayan” and they’re found during that time around Palma Hall (I think they’re moved later to kiosks around Palma Hall).
Now when something peculiar happens the bug eyed tambay could become an osyoso (or someone who watches or looks at the event even if the event doesn’t really mean anything to him or he’s not connected to the event.) But after the event he reverts back to being a tambay.
Well the word could mean that either we want our own turf, or we have a lot of time to waste or kill (well literally murdering time) or just to show that we have formal and informal meeting places.
